From the day that Vietnam promulgated Law of PWDs in 2010 and became effective as from 2011, disability activities also have changed positively. Policy enforcement, however, is still slow because there are no sanctions and the biggest obstacle to equal opportunity is lack of interest in infrastructure design and lack of awareness of disability, besides PWD’s capacity are also limited. These barriers obstruct PWDs in integrating into society.
