Launch of legal counsel services for people with disabilities

In the morning of 20 April 2018, in the celebration of Vietnam National Day of People with Disabilities 18 April, Disability Research and Capacity Development (DRD) held the official launch of legal counsel services for people with disabilities in the presence of Mr. Nguyen Van Cu – DRD’s Vice Director, Ms. Truong Thi Hoa – Truong Thi Hoa Law Office, Mr. Dang Duc Tri – Director at Rome Law Firm, Mr. Hua Minh Tam – representative of Vietnam Fatherland Front, representatives from other social organizations and people with disabilities, including the blind, the deaf and people with physical disabilities.

To begin, Mr. Nguyen Van Cu gave an overview of the legal counsel services aiming to meet the demand for law consultation among people with disabilities. Up to date, there are 7 million people with disabilities in Vietnam, only 0.1 percent of which go to colleges or universities, making it a huge barrier for their exposure to legal updates. The legal counsel services were introduced to mitigate the barrier because only with adequate legal knowledge are people with disabilities able to execute their rights and fulfill their duties.

The services are conducted in two approaches: the direct and the indirect. The customers can either email their questions to the Consultant Board or access the application DLaw for reference on previous cases. DLaw was developed by a group of students with disabilities from the project “Building capacity for youth with disabilities” in the period of 2012-2015.

Talking to the audience, Ms. Truong Thi Hoa and Mr. Dang Duc Tri, two members of the Consultant Board, said: legal counsel served not only people with disabilities but also their families. The Q&A section provoked great participation of the audience. Questions were raised regarding multiple fields such as business, civilian law, and education, suggesting an unquestionable demand for the services.
